Cheaper housing in Paris compared to the market?

It sounds too good to be true , but starting this week, the city of Paris will be offering 11 apartments located on Rue Pajol in the 18th arrondissement. These apartments are unique in that they offer rents that are lower than market prices.
How? Thanks to Foncière du Logement, which buys buildings and then entrusts their management to Paris Habitat or I3F, both social landlords. These properties, which are being renovated to meet insulation standards, will then be listed on SeLoger.com for just two days to avoid any bugs.
What are the criteria for qualifying for these properties?
To be eligible for these properties, you must:
- the housing must be your primary residence
- the composition of your household must correspond to the size of the apartment
- your income must be between €1,500 and €3,800
- The ratio between the expenses incurred for your new home and your monthly income must not exceed 33%
